Selection of Consultants

As part of its Capacity building exercise for strengthening consultancy skills, CDC intends to enhance the skills and processes that are required for procurement of consultancy skills in government sector in India to overcome the challenges such as,

  • Inadequate planning of the scope of work and error in preparation of estimates
  • Challenge in verification of credentials and capabilities of consultant
  • Inadequately and vaguely defined contractual obligations including Service Level agreements and penalties leading to service providers manipulating the terms of contract in their favour

CDC undertakes Capacity Building Programmes on “Use of Consultancy Services for Ministries/ Departments of Central/ State Governments/ PSUs and Client Organizations” with the following Scope of work and Outcomes:

Objective of these programmes comprising of:

  • Awareness to clients on outsourcing and promoting its use
  • Why and when to engage consultants
  • Benefits of using consultants
  • Methods of sourcing consultants
  • Engagement of Consultants (Preparing TOR for consultant, selection process, Evaluation criteria, fee structure and issues in consultancy agreement)
  • Monitoring/ Evaluation of consultant’s Performance

Outcome(s) of these programmes envisaged as:

  • Increased awareness among the client organizations on understanding of various issues relating to consultancy for engagement of consultants
  • Building Brand image of CDC’s efforts towards Capacity Building among various State Govt. Stakeholders on the process of “Selecting the appropriate Consultant and getting the best out of it&rdquo.
  • Enhanced business opportunities for CDC in getting Assignments from Central and State Departments and assisting them in Selecting Right Consultant for right assignment that would help them in improving quality of deliverables to be expected from the consultants
  • The benefit of getting right consultant in projects of national importance may result in timely completion of the projects within the budgeted cost. This will contribute to the development of the economy in a holistic way.
